As happened in Rosarito, Baja California, México, Deputy named Tijuana's top cop
TIJUANA - Ending weeks of speculation, Tijuana's mayor-elect on Friday announced his selection of a retired military officer to replace the city's outgoing security chief, Lt. Colonel Julian Leyzaola.
The naming of Gustavo Huerta, a 42-year-old retired army captain, sends a message that the leadership of the 2,000-member department will stay on the path launched under Leyzaola, who became widely known for his fight against drug gangs and police corruption.
Huerta's naming "guarantees that there will be continuity in the work that we have seen in Tijuana," said Carlos Bustamante, who will become mayor Wednesday. But Bustamante also has said that he wants to see renewed efforts against common crime.
Huerta is one of five new security chiefs expected to take over the leadership of Baja California's municipal police departments next week. Retired military officers also have been named to head police forces in Ensenada and Rosarito Beach.
The nominations were announced at a Tijuana military base during a meeting of the Public Security Council, which is made up of civilian and military leaders across Baja California. Leyzoala, who has been offered a new post in the state government, has won praise for restoring calmness in major business districts.
Homicides and other crimes in outlying neighborhoods have remained high, and human-rights groups have accused Leyzaola and Huerta of violating the rights of suspects.
